Is it reasonable to pay 40% more for a pair of Speakers Wilson Audio WattPuppy 5.1 10-year used in comparison to a pair of Speakers ELAC FS 249 new ones?

Speakers do deteriorate with age. Unless you can hear them and are absolutely satisfied with them, I say go for the new ELACs.
