broken ntsc/pal converter

hi, my bosses' ntsc/pal converter is malfunctioning, it's noisy (visually) for 15 mins before reverting to normal. since he always catches me browsing the forum during work, i am tasked with finding a fixit guy for him, does anyone know anyone who fixes this kind of equipment? based around KL hopefully.. many thanks
